Notice of Special Election

NOTICE IS HEREBY GIVEN that on Tuesday, March 20, 2018, a special election will be held in Williston Public School District No. 1, Williams County, North Dakota, for the purpose of submitting to the voters of the School District, the question of whether the following Initial Resolution for the issuance of general obligation bonds adopted by the School Board of the School District on January 8, 2018, at a meeting of the School Board duly called and held, shall be approved:

BE IT RESOLVED by the School Board of Williston Public School District No. 1, Williams County, North Dakota, that it is necessary and expedient for Williston Public School District No. 1 (the "School District") to issue its general obligation school building bonds as hereafter described:

  1. The maximum amount of bonds proposed to be issued is $77,205,000.

  2. The purpose for which the bonds are proposed to be issued is to provide funds, together with any other funds available, to construct, remodel, improve and equip school buildings; to include the construction of two elementary schools and an addition to the high school, and to make site improvements to school property. 

  3. The assessed valuation of all taxable property in the School District, as defined in Section 21-03-01, N.D.C.C., is $1,177,946,811 as last finally equalized for the year 2017. 

  4. The total amount of bonded indebtedness of the School District, all issued for school building purposes, is $43,468,397. 

AND YOU ARE FURTHER NOTIFIED AS FOLLOWS: 

The School District, in compliance with Chapter 15.1-36 of the North Dakota Century Code, provides the following information: 

If approved, the bond issue will result in an estimated additional millage of 4 7 .90 mills, equal to $47.90 on each $1,000 of taxable valuation for the first taxable year.

AND YOU ARE FURTHER NOTIFIED AS FOLLOWS: 

That the polling place for holding the election will be as follows:

Williston, ND 58801

And you are further notified that the polls of said election will be open at 8:00 a.m., Central Time, and will remain open continuously thereafter until 7:00 p.m., Central Time, of that day and that said election is to be held on Tuesday, March 20, 2018.

RESOLUTION CALLING A SPECIAL ELECTION TO VOTE ON THE QUESTION OF APPROVING AN INITIAL RESOLUTION FOR GENERAL OBLIGATION SCHOOL BUILDING BONDS

BE IT RESOLVED by the School Board of Williston Public School District No. I, Williams County, North Dakota, as follows: 

  1. This Board has heretofore adopted an Initial Resolution proposing the issuance of general obligation bonds of Williston Public School District No. I, Williams County, North Dakota (the "School District"}, in the principal amount of $77,205,000 for school building construction and renovation purposes. A special election is hereby called to be held on Tuesday, March 20, 2018, for the purpose of submitting to the qualified voters of the School District the question of whether the initial resolution for general obligation school building bonds should be approved. 

  2. Pursuant to Section 15.1-09-13 of the North Dakota Century Code, the Board hereby designates one precinct for the election and one polling place. 

  3. The polling place for the election shall be as follows:
    Location: Williston Area Recreation Center
    Address: 822 18th Street East, Williston, ND

    The polls will be open at 8:00 a.m., Central Time, and shall remain open continuously thereafter until 7 :00 p.m., Central Time. 

  4. The School Board authorizes the administration to employ individuals to act as the election officers of said election. The election officers shall count the votes cast at the election and shall submit signed election returns to this Board for canvassing. 

  5. The Business Manager is hereby authorized and directed to cause typed or printed ballots to be prepared for use at the special election which ballots shall be in substantially the form set forth in Attachment I hereto. 

  6. The Business Manager is authorized and directed to obtain and insert the first year's estimated additional mills and dollar amount per $1,000 of taxable valuation in Ballot Question No. I and complete the Notice of Special Election by inserting the appropriate tax information. 

  7. The Business Manager is hereby authorized and directed to give notice of the special election by causing a notice thereof to be published once each week for at least two weeks in the official newspaper of the School District, the first of such publications to be at least 15 days before the date of the election. The notice shall state the date of the election, the polling places and polling hours, shat I contain a complete copy of the initial resolution and a statement that the questions to be submitted at the election shall be whether the initial resolution shall be approved and whether the limit of indebtedness of the School District shall be increased. 

  8.  The election shall be held and conducted in accordance with the provisions of Chapter 15 .1-09 of the North Dakota Century Code. After the votes are canvassed, and on the day after the polls are closed, the judges shall make their returns to the Business Manager of the School District, and the School Board shall meet on the sixth day following the election for the purpose of canvassing the returns and declaring the results and taking such further action relative to the question voted on as may then be determined appropriate.

In an effort to keep class sizes as manageable as possible, any K-4 student who has registered from this day forward will be placed at McVay Elementary where there is currently more space. If you have not enrolled your student for the current school year, please finish registration as soon as possible. If you have moved out of the district, please call the District Office at 701-572-1580.Than

For RETURNING students, parents need to log in to their PowerSchool Parent Portal and complete registration for each student. For NEW students to the district, parents need to bring the required documents to the District Office, at which point, they will be emailed a registration link and need to register online.  If online registration is not complete, the student is not enrolled for this year.
