
2021-2022 Financial Audit Results
Williston, N.D. (April 10, 2024) The North Dakota State Auditor’s Office has completed the financial audit of Williston Basin School District #7 for the fiscal year ended June 30, 2022.
During this audit period, the State Auditor’s Office identified seven areas of concern, a significant improvement from the previous year's findings, which totaled 21.
This period marks the first year following the merger of Williston Public School District #1 with Williams County School District #8, resulting in the formation of the current Williston Basin School District #7. Since the time period covered in this audit, there have been significant changes in the administration of the District. This includes the appointment of a new superintendent and business manager, along with other new staff members in the business office.
It's important to emphasize that the issues identified in the audited years have been addressed and rectified through improved financial practices implemented throughout the 2022-2023 and 2023-2024 fiscal years.
Williston Basin School District will remain engaged with the auditor's office to develop and adhere to a corrective action plan that aligns with current fiscal practices of high quality, meeting industry standards. This plan will continue to address corrective requirements outlined in the audit reports from the 2020-2021 and 2021-2022 fiscal years.

Commercial & Agricultural Taxable Value = True & Full x 5%

The proposed bond issuance of $35,000,000, maturing within a maximum of 20 years, is estimated to result in an additional millage of 9.93 mills, equivalent to $9.93 on each $1,000 of taxable valuation for the first taxable year.
It is important to note that the estimated tax increase 𝗱𝗼𝗲𝘀 𝗡𝗢𝗧 𝗺𝗲𝗮𝗻 that property owners will pay $9.93 per $1,000 worth of their property. Instead, it's based on the taxable value, which is typically a fraction of the true and full home value.

We wanted to inform you that we received an email from ParentSquare last night regarding an 𝗶𝘀𝘀𝘂𝗲 𝗮𝗳𝗳𝗲𝗰𝘁𝗶𝗻𝗴 𝗽𝗮𝗿𝗲𝗻𝘁𝘀 𝘄𝗵𝗼 𝘂𝘀𝗲 𝗬𝗮𝗵𝗼𝗼, 𝗔𝗢𝗟, 𝗼𝗿 𝗩𝗲𝗿𝗶𝘇𝗼𝗻 𝗲𝗺𝗮𝗶𝗹 𝗮𝗰𝗰𝗼𝘂𝗻𝘁𝘀.
Apparently, parents with those email accounts have not been receiving ParentSquare notifications via email this week. However, they are still receiving messages through the ParentSquare app (if they are using the app).
The email below, from ParentSquare to WBSD7, indicates why the issue is happening and notes that they planned to defer pending emails, so that parents don’t receive old emails at random times. Apparently, that did not work!
This morning, some parents reported receiving notifications from Wednesday (3/27), timestamped for this morning. We apologize for any inconvenience and confusion this may have caused.

This email message was sent to ParentSquare District Admin users at 6:20 PM on 3/28/24:
We wanted to provide an update on the email delivery issues you may be experiencing with email accounts managed by Yahoo.
What happened? Earlier this week, users with email accounts managed by Yahoo, including yahoo.com, aol.com, and verizon.com, began experiencing issues receiving emails sent from ParentSquare.
Why did it happen? Yahoo began “deferring” emails sent from ParentSquare, meaning that Yahoo blocked those emails from being delivered. Other email providers, such as Google and Microsoft, have continued delivering ParentSquare emails normally.
What are we doing to resolve the issue? We have been working with Yahoo and our email delivery providers to identify the root cause of the issue. Unfortunately, our providers have not been able to give us much information on the root cause or on how we can work around the issue. We are continuing to escalate the issue to try and get to a resolution as quickly as possible.
We have also canceled all of those “deferred” emails that are pending for Yahoo. This means that they will not send unexpectedly at a later date when the issue is resolved.
What can you do in the meantime? Please encourage your families and staff to install the ParentSquare app on their mobile devices. Users who enable notifications in the ParentSquare app will be able to receive the same messages that would otherwise be sent via email.
We understand the importance of being able to reach all email users in your communities, and are committed to working through this issue to get to a resolution. We will provide an update when we know more about the root cause or how we can work around the issue.

We understand that recent security incidents at Williston Middle School Central Campus have raised concerns within our community, and we want to provide accurate information to address any misinformation that may be circulating.
Here is a summary of the Four (4) Standard Response Protocol “Secure” (or higher) incidents that occurred at Williston Middle School Central Campus (WMSCC) during the entire 2023-2024 school year.
Two of these incidents were not school-related threats, but potential threats identified in the community, near WMSCC.

𝗥𝗲𝗮𝘀𝗼𝗻: A student reported to a teacher that he had a bomb in his backpack. Williston Police Department promptly investigated the matter, and no bomb or threat was found. The situation was thoroughly assessed and resolved without incident.
𝐌𝐀𝐑𝐂𝐇 𝟐𝟐, 𝟐𝟎𝟐𝟒 (𝐧𝐨𝐭 𝐚 𝐬𝐜𝐡𝐨𝐨𝐥-𝐫𝐞𝐥𝐚𝐭𝐞𝐝 𝐭𝐡𝐫𝐞𝐚𝐭)
𝗦𝘁𝗮𝗻𝗱𝗮𝗿𝗱 𝗥𝗲𝘀𝗽𝗼𝗻𝘀𝗲 𝗣𝗿𝗼𝘁𝗼𝗰𝗼𝗹 𝗜𝗻𝗶𝘁𝗶𝗮𝘁𝗲𝗱: LOCKDOWN initially, but within minutes updated to SECURE
𝗗𝘂𝗿𝗮𝘁𝗶𝗼𝗻: 17 minutes
𝗥𝗲𝗮𝘀𝗼𝗻: Williston Police Department requested that WMSCC, Rickard & later Wilkinson, which were in the area of Harmon Park, to be placed on SECURE due to gun shots fired in the community.
𝗠𝗔𝗥𝗖𝗛 𝟮𝟳, 𝟮𝟬𝟮𝟰
𝗦𝘁𝗮𝗻𝗱𝗮𝗿𝗱 𝗥𝗲𝘀𝗽𝗼𝗻𝘀𝗲 𝗣𝗿𝗼𝘁𝗼𝗰𝗼𝗹 𝗜𝗻𝗶𝘁𝗶𝗮𝘁𝗲𝗱: SECURE
𝗗𝘂𝗿𝗮𝘁𝗶𝗼𝗻: 2 hours
𝗥𝗲𝗮𝘀𝗼𝗻: A SECURE was initiated at WMSCC as a result of reported information regarding student safety on campus. The information was later determined to be related to the “note” incident on March 26th. “Sweeping” of the schools was conducted by school resource officers and administration. Students remained in their classrooms (except to be escorted to the restroom), and student bags/backpacks were placed in the hallways with students not having access to their bags. Upon further investigation by WPD and school administration, no credible threat to the safety of our students and school staff was identified. The reported information was determined to be rumors that escalated through social media and text messages.
𝗠𝗮𝗿𝗰𝗵 𝟮𝟲𝘁𝗵 𝗶𝗻𝗰𝗶𝗱𝗲𝗻𝘁: A note was discovered in a boys' bathroom indicating “I want to blow up this school” “I’m going to bring a gun to school tmmr.” In response to this discovery, law enforcement officials and school administration immediately began investigating the situation. Based on the investigation, it was determined that school would be held on March 27th with enhanced security measures implemented. WMSCC administration continues to actively investigate this situation to determine the origin of the note.
We want to reassure you that the safety and well-being of our students and staff are our top priorities. We have robust security measures in place and work closely with law enforcement to respond to any potential threats or concerns.

Williston Police Department has provided us with this updated information to share:
The Williston Police Department is actively investigating a concerning incident following the discovery of a threatening note found on Williston Middle School Central Campus premises. The note contained language indicating a potential threat to the school's and its occupants' safety. The note stated:
“I want to blow up this school” “I’m going to bring a gun to school tmmr”
In response to this discovery, law enforcement officials are diligently working to ensure the safety and security of all students, faculty, and staff. Enhanced security measures have been implemented, and our officers are collaborating closely with Williston Basin School District #7 officials to investigate this matter thoroughly.
While we understand the reasonable concern this incident may generate among students, parents, guardians, and the community, we want to assure everyone that every precautionary measure is being taken to address the situation quickly and effectively. The safety of our community remains our top priority.
We urge anyone with information regarding this incident or any suspicious activity to come forward and contact the Williston Police Department immediately.

Important Safety Update Regarding WMSCC Tomorrow
We want to inform you that we have been made aware of a potential threat at Williston Middle School Central Campus tomorrow. We immediately contacted the Williston Police Department.
As a precautionary measure, and out of an abundance of caution, the Williston Police Department will be providing additional police presence at WMSCC tomorrow.
While we cannot disclose specific details at this time, please know that the safety and well-being of our students and staff are our top priority. We will provide further information if and when it becomes available.

These events will be open house style, allowing attendees to engage with presenters and ask questions at their own pace. While there will be a short presentation at the start, attendees should feel free to arrive at any time during the event. Multiple information stations will be set up for viewing and questioning.
𝗘𝘅𝘁𝗲𝗻𝗱𝗲𝗱 𝗣𝗿𝗲𝘀𝗲𝗻𝘁𝗲𝗿 𝗔𝘃𝗮𝗶𝗹𝗮𝗯𝗶𝗹𝗶𝘁𝘆:
Presenters will be available for approximately 2 hours beyond the meeting start time to field questions.

The open house format following the presentation will not be livestreamed on YouTube due to the nature of many small conversations occurring.
However, after the initial presentation, there will be a 𝘀𝗵𝗼𝗿𝘁 𝗙𝗮𝗰𝗲𝗯𝗼𝗼𝗸 𝗟𝗶𝘃𝗲 to provide an inside look at the set-up and encourage everyone to come down and participate, even if they aren't able to make it at 5:30.

Future Coyotes PreK Enrollment for the 2024/2025 school year will be determined through a lottery system. Below are the criteria:
50% of the population must have a disability or be at $31,800 (60% SMI) or less yearly income.
A lottery will be completed for enrollment:
1. The first part of the lottery will be income-based.
2. Second part will be for WBSD7 employees.
3. Third part will be open to the general public.
A child who will be 4 years old by July 31, 2024, may enroll into the Future Coyotes PreK program.
𝗣𝗿𝗲-𝗘𝗻𝗿𝗼𝗹𝗹𝗺𝗲𝗻𝘁 𝗙𝗼𝗿𝗺
To participate in the enrollment lottery for your child, Parents/Guardians will need to submit a pre-enrollment form, including all requested documents. Once all documents are verified, your student will be entered into the enrollment lottery.
𝗟𝗼𝘁𝘁𝗲𝗿𝘆 𝗢𝗽𝗲𝗻𝘀 𝗠𝗼𝗻𝗱𝗮𝘆, 𝟯/𝟭𝟴/𝟮𝟰 𝗮𝘁 𝟴:𝟬𝟬 𝗔𝗠.
The "Pre-Enroll" buttons on the Pre-K Enrollment Webpage will be live on 3/18/24 at 8:00 AM.
The closing date for the lottery will be determined by the number of pre-enrollments received.

If your student is selected via Lottery you (Parent/Guardian), will receive an email with a link to complete the final Enrollment Form.
In the event that your student is not selected, you will be notified via email, which may also include information regarding waitlist placement.

Q: My student turned 4 after August 1, 2024. Can I enroll them into PreK for the 2024-2025 school year?
A: No, the Future Coyotes PreK automatically roll over to Kindergarten the next year therefore your student must meet the age level requirements set forth by the North Dakota Century code. For more information: https://ndlegis.gov/cencode/t15-1c06.pdf

Q: Can my students participate in the enrollment lottery if our family income is more than $31,800 a year?
A: Yes, anyone may participate in the Future Coyotes PreK enrollment lottery. Priority will be given to low-income families.

Incubating & Hatching Baby Chicks at 2 Elementary Schools 🐣
This week at McVay Elementary, 3rd grade students in Mrs. Smith, Mrs. Vannett, and Ms. Folsom's class were provided the opportunity to learn about life cycles by incubating and hatching baby chicks.
Mariah Hendrickson, a 3rd grade paraprofessional, brought in fertilized eggs and an incubator. The students are tracking the development of the chicks and are anxiously awaiting the day they will hatch. 🐥
Mrs. Simonsen’s class at Wilkinson Elementary is incubating eggs too!🐣
Each day the students learn what is developing and growing inside the egg and they write it down in their own chick book. The eggs should start hatching April 9! The students can hardly wait! 🐤
Engaging in hands-on life science activities offers the ultimate journey of learning and discovery! ⭐
